In December we notified members that Transport Canada (TC) had released a new Privacy Notice and Declaration (PND) form to be signed by pilots during in-person medical examinations for Aviation Medical Certificates. Upon review of the changes made to the new form, we identified concerns which we voiced to TC. As we communicated in the January 20, 2026 ALPA Canada Communique, we also suggested appropriate revisions to align the new form with the previous Statement of Applicant on the old form, since it would be more clearly compliant with the CARs and Privacy Act.
In response to our initial outreach, TC notified ALPA Canada that the PND form had been updated, and our initial recommendations were all accepted or addressed in the new form.
After our initial input having been successfully incorporated into the new form, we returned our attention to adding additional clarity to the form and to ensure the privacy of any medical data collected would be fully protected going forward.
ALPA Canada has escalated our concerns to TC, and the Federal Transport Minister, Steven MacKinnon - including questions surround the collection, use and disclosure of personal medical information by Civil Aviation Medicine at Transport Canada.
In our correspondence to Minister MacKinnon (button below), we made it clear there remains a lack of clarity as to why the changes were made, and what, if any, practical impact they have had on the medical certification and examination process itself.
We understand ambiguous language in the PND form coupled with a blanket threat that a failure to comply would result in the suspension of a pilot’s medical certificate created serious concern amongst our membership. Through our engagement with TC, we continue to emphasize that heavy-handed and invasive TC Civil Aviation Medicine practices only serve to generate negative impacts to a positive safety culture.
We will continue addressing the issue with all levels of TC and provide members with further updates when possible.
